Federal Policy Update: New Starts Policy Guidance

Reconnecting America provides occasional updates on federal activities related to transit, TOD, and sustainable communities. Updates may include key legislative or regulatory actions, grant opportunities, relevant resources, or original analysis.

The Federal Transit Administration published federal policy guidance which, in conjunction with the final rule FTA published in January, 2013, outlines the details of the new, streamlined evaluation and rating process for New and Small Starts projects under Moving Ahead for Progress in the 21st Century Act (MAP-21). Additionally, FTA has posted updated reporting instructions and forms for the new process, available on FTA's website here.

In March, Reconnecting America's policy team released two documents related to the Federal Transit Administration's New Starts / Small Starts final rule and proposed policy guidance. The first is a broad overview of key features of the rule, along with a set of Frequently Asked Questions (FAQs). The second provides a detailed look at the changes to the project justification criteria and FTA's new methodology for evaluating and rating projects. The papers are online here.
