This report sets out the results for a study of Sustainable Transport Choices and the Retail Sector which was commissioned by the Commission for Integrated Transport. The aims of the research, which are detailed in the project brief and proposal can be summarised as follows:
Light rail has become a key element of the transport networks and future plans for many of our major cities. However, promoters of light rail schemes currently face real difficulties over the affordability and the financing of new systems. In part, this has been due to a perception that some schemes have been expensive follies and have somehow failed.
Appendices for report reviewing available evidence held by the promoters of light rail plans in the UK of the benefits that have been delivered so far and how this has been achieved in the current planning and regulatory frameworks.
