Feds Should Be Lenders, Not Spenders

There are two primary categories of transit funds:  operations funding, which pays for ongoing costs like wages and fuel, and capital funding, which pays for hard costs like construction and vehicles.  Every community takes a unique approach when it comes to funding transit.  Some places are able to pass local or regional taxes to support transit construction or opertations.  Others rely on local general funds, state revenues or federal support.
